(Quelle: Reliefweb) A six-member regional grouping is to give its multinational force in the Central African Republic (CAR) powers to step in and fight rebels who have seized several towns in the northeast of the country. Gabonese President Omar Bongo said in a statement on Saturday that the Central African Economic and Monetary Community (CEMAC) had 'acceded to a request from the Central African Republic authorities to intervene in securising conflict zones'. 'The force in the Central African Republic will intervene, and this intervention is imminent,' a Gabonese diplomat said speaking on condition of anonymity.

'My country has had to face, for the last 15 days, an attack characterised by the violation of its territorial sovereignty, by the occupation of cities in the northeast by a band of non-identified assailants that want to impose on us a rebellion from abroad,' Bozize told a conference in Brussels.

A French spokesman said it would provide logistics and intelligence to government forces. A rebel spokesman, however, said France was not helping the CAR people, merely President Francois Bozize, who seized power in a 2003 coup. The rebels have seized two towns during a two-week long offensive. They are reported to be near the mining town of Bria, some 600 kilometres (375 miles) north-east of the capital, Bangui.

Central African Republic's government says the armed raiders who seized Birao in the Vakaga prefecture on Monday crossed from neighbouring Sudan's violence-torn Darfur region and included Sudanese and Chadian fighters as well as Central Africans. President Francois Bozize's administration has protested to Khartoum and is calling for international peacekeepers to be deployed in the border zone to help contain what it portrays as a dangerous spillover from the conflict in Sudan's Darfur.

(Quelle: UN News) The Central African Republic’s stability is facing threats from new rebel movements in the northern part of the country, the situation in neighbouring Chad and tension between it and Sudan, Secretary-General Kofi Annan says in a new report released today. “The area where the borders of the three countries intersect could quickly become one fraught with turmoil likely to attract more armed groups, mercenaries and rebels willing to participate in any action likely to destabilize the countries of the subregion,” Mr. Annan warns in the report to the Security Council on the country, where the UN has deployed a Peacebuilding Support Office (BONUCA).

Although ICC officials held meetings with government and civil society representatives late last year, the case is still in the pre-investigative phase. But progress may be accelerated by an April 2006 ruling from CAR's highest court of appeal, which found that the national courts were not competent to pursue a successful prosecution of Bozize's predecessor as president, Ange-Felix Patasse and his followers.

'For sometime now, insecurity has continued unabated in the capital as well as in provinces, especially in the northwest region,' Noel Ramada, chairman of the country's largest trade union, the USTC, said. 'We want peace, not violence.'

Jean Paul Ngoupande said the plane had arrived from Sudan and was suspected of being linked to the rebellion in Chad. Earlier this month, UN chief Kofi Annan said he was concerned that the fighting in Chad could further destabilise both Sudan's war-torn Darfur region and CAR. Mr Ngoupande said he was lodging a complaint with the African Union.

Insecurity in that area has forced several thousands of people to leave their settlements to seek refuge in southern Chad.
