Secretary-General Ban Ki-moon today announced the appointment of Farid Zarif of Afghanistan as his Special Representative for Kosovo and head of the United Nations mission there. Mr. Zarif succeeds Lamberto Zannier of Italy, who led the UN Interim Administration Mission in Kosovo (UNMIK) until June.

Northern Kosovo will not be discussed between representatives of the Serbian and Kosovo governments at the forthcoming round of EU-mediated talks, Edita Tahiri, Kosovo’s deputy prime minister, told reporters today. Speaking after a morning meeting with Robert Cooper, the EU’s dialogue facilitator, Tahiri expressed the Kosovo government’s readiness to continue with the EU’s sponsored talks with Belgrade. But only on the condition that those subjects discussed would remain technical and not territorial.

Robert Cooper, EU facilitator for Kosovo dialogue, is scheduled to arrive in Belgrade on Thursday on a tough mission to build bridges between Serbia and its ex-province. A Brussels source said Cooper aims to persuade the two sides to continue their dialogue on such issues as telecommunications, energy, Kosovo's participation in regional organisations and the implementation of agreements reached in the dialogue so far.

An official says an explosive device detonated under the car of a Serb interpreter working with a European Union mission in Kosovo’s volatile north. No one was wounded. NATO peacekeepers in Kosovo (KFOR) reinforced troops at a border crossing in the ethnic Serb north on Wednesday, a day after more than a dozen people were injured in clashes. About 50 German KFOR troops in armoured vehicles and bulldozers were also deployed close to the main bridge in the divided town of Mitrovica.

For the first time since independence in 2008 there is a sense in Kosovo that the international community is choosing sides with NATO supporting the Kosovo government and the EU critical of it. The public perception may be false – as both NATO and EU are working closely together to assure security after the 25 July attempt by the Kosovo special police to take control of two custom posts with Serbia and the consequent burning of one of those posts by Serb protestors – but if this public perception persists tensions will rise, and it will become much more difficult for either party to mediate.
