The European Union's Law of Order Mission (EULEX) in Kosovo is facing a serious crisis, amid growing anti-EULEX sentiments among both Kosovo Serbs and Albanians. First and foremost, the souring mood is the result of the lack of a contract between the EU and Kosovo Institutions that clearly details the mission's mandate. Confusion, disagreement and dispute are the rule of the day, and will continue to be so as long as competencies shared between Pristina and Brussels remained ambiguous.

International Civilian Representative Pieter Feith announced on Tuesday that Kosovo's November local elections will also be held in four new, Serb-majority municipalities. Kosovo Ministry Secretary of State Oliver Ivanovic says that, besides the agreement between MUP (Serbian Interior Ministry) and EULEX, two further technical agreements are being prepared. "Following the police agreement with EULEX, agreements on customs and the judiciary will also be on the table, because EULEX has the police, customs and the judicial component within its jurisdiction," Ivanovic said in a statement for Tanjug.

EU Special Representative to Kosovo Pieter Feith says that the recent acts of vandalism targeting EULEX must be condemned. Speaking in Brussels at a meeting of the European Parliament Foreign Affairs Committee, Feith highlighted the progress made in concluding an agreement between EULEX and the Serbian Interior Ministry. He believes that an agreement will be signed soon on cooperation and "particularly stringent control" of the "Kosovo's border line".

A group of Albanians, accompanied by EULEX police, entered the suburb of Br?ani in northern Kosovska Mitrovica this morning to resume work on their homes. A EULEX spokesman said that UNMIK had authorized a number of Albanians who own houses there to resume reconstruction work, while EULEX police are on hand to avert any possible outbreaks of violence. … Tensions are running very high in Brdani as the Serbs in the neighborhood claim to be disturbed by the high EULEX presence in the area.

EU foreign policy chief Javier Solana has given his backing to the EU rule of law mission, EULEX, to sign a policing protocol with Serbia. The EULEX-Serbia protocol was delayed because of the opposition of the Kosovo government. The latter argues the agreement violated Kosovo's constitution.

Several hundreds ethnic Albanians protested on Friday in a street with predominantly Serb-owned houses in Dakovica in Kosovo. Those gathered, which the reports describe as being "mainly representatives of families of the killed and missing" during the 1999 war in the province, were protesting the arrival of a few dozen Serbs.

The European Union's law enforcement mission in Kosovo (EULEX) was on Tuesday (25 August) the target of violent protests by Albanians opposed to the presence of the international community in the country. Twenty eight EULEX vehicles near a youth centre in downtown Pristina were damaged during the events, organised by the Vetevendosja (Self-Determination) group, which launched its assault in reaction to co-operation between EULEX and Belgrade.

Kroi i Vitakut//Brdjani has been the scene of several violent confrontations between Serbs and Albanians since construction started in April. The EU rule of law mission, EULEX, and NATO's Kosovo Force have intervened on a number occasions to separate the sides. Serbian protesters are opposed to the reconstruction of Albanian homes in the north of Mitrovica, which is predominately inhabited by Serbs.

(EULEX chief Yves de) Kermabon has released a statement in which he says there was "a misunderstanding in Priština and a bad interpretation of the protocol on cooperation with the Serbian Interior Ministry". … Kermabon also recalled that similar agreements had already been signed by EULEX on cooperation in the exchange of financial intelligence related to money laundering and the financing of terrorism, with Macedonia, Montenegro and Albania, and that EULEX will continue to seek operational cooperation on all issues related to the mandate of EULEX.

 


EULEX receives war crimes files from UNMIK (18.08.2009)

EULEX officials say they have received 200 files from UNMIK and expect hundreds of others, local media reported on Tuesday (August 18th). Assembly of EULEX Judges President Maria Giuliana Civinini said the files mainly involve war crimes, organised crime, terrorism and other cases involving serious crimes. EULEX prosecutors are reviewing them on a case by case basis to determine which are ready for court.
