Roundtable on Defence Reform to be Opened (18.09.2003)

Presidential Election Date Set (17.09.2003)

Two previous elections last year failed due to a low turnout and Serbia has been led by an acting president ever since.

Justice Minister Opposes Timing of Presidential Elections (15.09.2003)

(Quelle: Southeast European Times) Serbian Justice Minister and Democratic Christian Party leader Vladan Batic said Monday (15 September) that it would be pointless to hold presidential elections in Serbia. Batic said he had advised acting President Natasa Micic not to schedule elections, describing them as a waste of resources that would achieve no political results.

 


Presidential Apologies (10.09.2003)

(Quelle: BBC World) The presidents of Serbia-Montenegro and Croatia have apologised for the actions of their citizens in the 1991-95 war between the two countries. The surprise remarks came during the Croatian president's first visit to Belgrade since the conflict, which followed his country's declaration of independence from Yugoslavia.

 


Serbia Condemns Albanian Condemnation of its Kosovo Policy (04.09.2003)

(Quelle: RFERL) Aleksandra Joksimovic, who is assistant foreign minister of Serbia and Montenegro, said in Belgrade on 3 September that the Albanian parliament's recent resolution condemning the Serbian legislature's declaration on Kosova 'is a gross violation and interference in the internal affairs of a neighboring country,' Reuters reported. 'It is an effort to exert an influence and to destabilize the situation in the region, which is something Serbia and Montenegro cannot allow.

 


Outbreak of Ethnic Violence in Southern Serbia (02.09.2003)

(Quelle: IWPR) A hand grenade exploded overnight on August 27-28 close to the main mosque in Presevo's town centre. It was the fourth in a series of incidents that have shaken the predominantly Albanian region of southern Serbia. ... The latest violence has greatly increased tension and harmed the relationship between Belgrade and the Albanian community. Local observers are concerned that the situation may deteriorate further.

 


Kosovo-Deklaration sorgt für Unruhe (29.08.2003)

(Quelle: NZZ) Der jetzige Anlass für die Deklaration dürften allerdings die lange erwarteten Direktgespräche zwischen Belgrad und Pristina sein, die im Herbst beginnen sollen. Dabei will Brüssel «praktische Fragen» wie Energie, Verkehr, aber auch innere Sicherheit zur Sprache bringen. Diskussionen über den politischen Status sollen vermieden werden. Der jüngste Positionsbezug der Serben zeigt nun, dass man sich auf sehr harte Verhandlungen gefasst machen muss.

 


Parlament verabschiedet Kosovo-Deklaration (28.08.2003)

(Quelle: SZ) Eine große Mehrheit der Parteiführer sprach sich im Parlament für die Verabschiedung einer von der Regierung vorgeschlagenen Deklaration zur Kosovo-Politik aus. Darin wird darauf bestanden, „dass sich die staatliche Souveränität und territoriale Unteilbarkeit der Republik Serbien als Mitgliedsstaat der staatlichen Gemeinschaft Serbien und Montenegro ungeachtet der vorübergehenden internationalen Verwaltung auf den Kosovo erstreckt.

 


Zivcovic: Sarajevo Must Drop Genocide Case Against Serbia (27.08.2003)

(Quelle: RFERL) Serbian Prime Minister Zoran Zivkovic told Bosnian Serb television on 27 August that the Sarajevo government must drop its genocide case against Serbia at the Hague-based International Court of Justice if Bosnia intends to join NATO's Partnership for Peace program. Zivkovic argued that no country is accepted into the program if it is involved in legal disputes with its neighbors.

 


Serbien wirft UN Untätigkeit vor (20.08.2003)

(Quelle: taz) Nach dem gewaltsamen Tod von zwei jungen Serben im Kosovo hat die serbische Regierung den Vereinten Nationen und der Nato Untätigkeit gegenüber albanischen Nationalisten vorgeworfen. Die UN-Verwaltung und die Nato-Friedenstruppe im Kosovo machten sich zu 'Geiseln des albanischen Extremismus und Terrorismus', sagte Serbiens stellvertretender Ministerpräsident Nebojsa Covic.

 


Serbia and Montenegro Prepares for International Peacekeeping (12.08.2003)

The cabinet said in a statement that it hopes for a positive international reaction to its decision, especially from the EU and NATO.

 


Armed Forces Purged of Milosevic Loyalists (08.08.2003)

(Quelle: The Independent) Serbia and Montenegro's top military committee, the Supreme Defence Council, got rid of 16 generals in a purge of Milosevic loyalists yesterday. Several hundred lower-ranking officers were also axed, according to well-informed sources.

 


Ermittlungen in den Mordfällen Djindjic und Stambolic (07.08.2003)

(Quelle: SZ) Ein Untersuchungsrichter aus Belgrad hat in Den Haag den Führer der serbischen Radikalen, Vojislav Seselj, im Zusammenhang mit dem Mord an Ministerpräsident Zoran Djindjic vernommen. Anschließend wollte der Richter den früheren Machthaber Slobodan Milosevic über den Mord an dessen Amtsvorgänger Ivan Stambolic befragen, wie der serbische Justizminister Vladan Batic am Mittwoch bestätigte. Batic kündigte für Ende August oder Anfang September Anklagen wegen der Morde an Djindjic und Stambolic an.

 


Key Police Reforms Stalled in Montenegro (06.08.2003)

A government row over control of Montenegrin law enforcement and intelligence services is stalling much-needed police reforms. Time is running out for the vital changes to be made law after parliament failed to pass draft proposals on July 30 - and analysts fear that legislation will not now be amended before an end of year deadline.

Milosevics zweifelhafte Günstlinge lassen sich nicht verdrängen und bestimmen zunehmend den Kurs der sogenannten Reformregierung. In einem kritischen Bericht fordert die Expertengruppe International Crisis Group zielgerichteten internationalen Druck auf Belgrad.

 


Marovic Sends Friendly Signals in Brussels (23.07.2003)

(Quelle: RFERL) Serbia and Montenegro's President Svetozar Marovic said in Brussels on 22 July that his government is 'willing to open up debate' on Belgrade's lawsuit against eight NATO-member states before the International Court of Justice in The Hague if the lawsuit 'is going to be the last obstacle and the last condition for us to meet in order to join' the Partnership for Peace program.

 


Solana: „Stop Bickering“ (23.07.2003)

Presidential Elections in the Autumn (23.07.2003)

(Quelle: Southeast European Times) Acting Serbian President Natasa Micic announced Wednesday (23 July) that presidential elections would take place in the autumn, though the exact date would depend largely on the adoption of the new Serbian Constitution. Parliamentary commissions are still working on a draft.

 


War Crimes Prosecutor Named (23.07.2003)

The move followed the adoption of a law that set up war crimes tribunals and police investigation units. The prosecutor will head a panel trying low-profile cases.

 


Zivkovic Announces Date for Kosovo Talks (13.07.2003)

(Quelle: Southeast European Times) Prime Minister Zoran Zivkovic says talks between Belgrade and ethnic Albanian leaders in Kosovo would begin in September. … He added that Belgrade has been ready for negotiations with the ethnic Albanian bloc but said the appointment of a new UNMIK chief and the August recess of EU institutions makes starting talks in July unrealistic.

 


Serbian War Crimes Trials to Start in September (10.07.2003)

Deputy Chief Prosecutor Vladimir Vukcevic is the main candidate for the post of local war crimes prosecutor.

 


Serbia Attempts to Expel Western Analyst (09.07.2003)

On 4 July, the Belgrade authorities attempted to expel James Lyon, director of the Serbia-Montenegro division of the International Crisis Group, ICG. …  But two days later, following intense pressure from the international community, the authorities decided to extend his visa after all.

 


OSCE Mission to Help Improve Serbia´s Voter Register (02.07.2003)

(Quelle: osce.org) The OSCE and the Serbian Government have agreed to work together to improve Serbia's voter register. In a meeting with the Head of the OSCE Mission to Serbia and Montenegro, Ambassador Maurizio Massari, the Serbian Prime Minister, Zoran Zivkovic, agreed today that the country's voter register needed improving and that a legislative process would be initiated to ensure the creation of an appropriate voter registration system.

 


Serbia Sets Up War Crimes Prosecutor’s Office (02.07.2003)

(Quelle: Southeast European Times) Parliament voted on Tuesday (1 July) to set up a special prosecutor’s office to investigate war crimes committed in Serbia and to improve co-operation with the UN tribunal in The Hague. The law also provides a legislative basis for holding war crimes trials in the country.
