Georgian-Abkhaz Talks Postponed (23.09.2003)

(Quelle: RFE/RL) Talks in Tbilisi under the UN aegis between government delegations from Georgia and Abkhazia were postponed indefinitely on 23 September after the Abkhaz delegation failed to show up. … (T)he independent television station Rustavi-2 quoted Abkhaz Foreign Minister Sergei Shamba, who was to have headed the Abkhaz delegation, as saying the delegation's absence to 'technical problems.'

 


UN Envoy Meets Abkhaz Foreign Minister (18.09.2003)

(Quelle: RFERL) Heidi Tagliavini, who is UN Secretary-General Kofi Annan's special envoy for the Abkhaz conflict, met in Sukhum on 17 September with Abkhaz Foreign Minister Sergei Shamba to discuss the Abkhaz-Georgian talks scheduled to take place in Tbilisi under the UN aegis on 23 September. They also discussed the proposed 20-man UN-sponsored police force that is to be deployed in Gali to protect Georgian displaced persons.

 


Foreign Observers Arrive in Georgia (06.09.2003)

CEC Chairperson Appointed (01.09.2003)

OSCE to Assist with Central Election Commission (23.08.2003)

(Quelle: osce.org) The OSCE Chairman-in-Office, Netherlands Foreign Minister Jaap de Hoop Scheffer, on 22 August 2003, declared the Chair's readiness to submit candidates for the position of the Chairperson of the Central Election Commission to the President of Georgia. … In the course of next week, representatives of both the OSCE Chairman-in-Office and the Secretary General of the Council of Europe will arrive in Tbilisi to establish a shortlist for submission to the President.

OSCE Unhappy with Election Code (04.08.2003)

„Group of Friends“ Encouraged by Progress (22.07.2003)

(Quelle: UN-News) A high-level panel of representatives of the Secretary-General’s “Group of Friends” for Georgia, which includes France, Germany, Russian Federation, United Kingdom and the United States, met in Geneva over the past two days to review progress in the Georgian-Abkhaz peace process. The Group said members were encouraged by the constructive engagement of the two sides on economic cooperation, internally displaced persons and refugee return, and political and security matters following its first meeting, at the invitation of the Secretary-General, in February and the subsequent summit in March of the Presidents of the Russian Federation and Georgia.

 


Abkhazian Leader Looking for European Peacekeepers (22.07.2003)

(Quelle: UNOMIG Press Review) 'Italy has expressed readiness to join the peacekeeping operation in the region of Georgian-Abkhaz conflict,' Tamaz Nadareishvili, Chairman of Abkhazian Supreme Council in Exile told CUCASUS PRESS. He said he is consulting with leaders of European countries in order to replace the Russian peacekeeping contingent in the region. 'I have received confirmations that the Ukraine and Azerbaijan are ready to send their peacekeepers to Abkhazia under the UN aegis,' he stressed.

 


Shevardnadze Demands End of Russian-Abkhazian Dealings (22.07.2003)

Georgia Wants Stronger Mandate for UNOMIG (16.07.2003)

(Quelle: UNOMIG Press Review) Eduard Shevardnadze authorized the Foreign Ministry representatives to send a letter to the UN Security Council, OSCE, European Union and leaders of the group of countries – friends of the UN Secretary- General in Georgia. The letter should contain suggestions on the issue of settling the Georgian – Abkhaz conflict, in particular, the issues of renewing the peacekeepers’ mandate in Abkhazia and changing the format of the peacekeeping operation in the conflict zone. The letter should include Georgia’s position in regard to the issue of enforcing the Chapter 7th of the UN Charter envisaging preventive actions to force the sides to make peace.

 


SRSG Rejects Calls for Stronger Mandate (16.07.2003)

She stressed that the mandate of the UN Observer Mission in Georgia is based on the Article #6 of the UN Charter, which envisages peace settlement process only.

 


EU Appoints Special Representative for South Caucasus (09.07.2003)

(Quelle: UNOMIG Press Review) President of Georgia Eduard Shevardnadze today hosted the European Union Trio chaired by Margaret Boniver, Italian Deputy Minister of Foreign Affairs. The European Union has appointed its Special Representative to Georgia, Armenia and Azerbaijan. Henceforth, Finnish diplomat Heike Talvitie is to help Tbilisi, Yerevan and Baku to carry out political and economic reforms, further resolution of local crises and promote regional cooperation.

 


James Baker Holds Talks with Georgian Leadership about Elections, Abkhazia (07.07.2003)

(Quelle: UNOMIG Press Review) Former US Secretary of State James Baker before leaving Georgia left the US-suggested guidelines for holding free and fair Parliamentary elections, scheduled for November 2. According to the proposal the CEC should be composed with the five representatives of the pro-Presidential political parties, opposition parties will be presented in the commission with the nine members. The Chairman of the CEC will be appointed by the OSCE. … The opposition leaders welcomed the recommendation.

 


SRSG to Meet Abkhazian Authorities (04.07.2003)

(Quelle: UNOMIG Press Review) The Special Representative of UN Secretary General in Georgia, Ambassador Heidi Tagliavini will hold today negotiations in Abkhazia with the de facto ABK authorities over number of issues related to peace process, stated De facto ABK Foreign Minister, Sergey Shamba. According to him, Sukhumi supports to hold bilateral negotiations with Georgian side. Format of such negotiations will be discussed during the meeting with the Special Representative of UN Secretary General, since Tbilisi practically refused the mechanism of UN Coordinate Council, Sergey Shamba said.

 


Abkhaz Politician Demands Change in UNOMIG Mandate (01.07.2003)

He has reiterated it is essential that Russian peacekeepers be withdrawn from Abkhazia and one of the UN Chart’s provisions regarding the peace enforcement put into force.

 


Council of Europe Expresses Hope for Fair Elections in Georgia (26.06.2003)

(Quelle: RFERL) Speaking at a press conference in Strasbourg on 25 June, Council of Europe Secretary-General Schwimmer said he hopes the 2 November Georgian parliamentary elections will not duplicate the 'sad experience' of this year's Armenian elections, Caucasus Press reported (see Armenia item above). Schwimmer called on the Georgian government and opposition to make every effort to ensure that the ballot is fair and transparent.

 


Proteste in Georgien wegen Zusammensetzung der Wahlkommission (04.06.2003)

(Quelle: Eurasianet) A political dispute over the composition of Georgia’s Central Election Commission prompted opposition leaders to organize demonstrations across Georgia on June 3. … The parliament election is scheduled for November 2. Many political experts in Georgia say the outcome of the battle over the Central Election Commission’s composition may be the most important aspect of the entire campaign. … Opposition leaders are demanding a reorganization of election commissions on all levels, saying such action is necessary to reduce the chances of fraud during the parliamentary vote.
