(Quelle: BBC) The Supreme Court in Indonesia has upheld a three-year jail sentence against an ex-East Timor governor for failing to stop the violence in 1999. The verdict means he will be the first Indonesian official to be punished for the bloodshed, which swept East Timor during its vote for independence.

At its independence in May 2002, the country froze most civil service recruitment and many posts remained vacant. Indonesians had held most technical, middle and senior-level management positions during Indonesia's 25 year rule, and Timorese civil servants lacked many of the skills.

'I think what we're likely to recommend is a smaller, more compact (mission) and with no executive authority,' Julian Harston, Asia-Middle East director in the United Nations' Department of Peacekeeping Operations, said in an interview with AFP. Harston said it was unclear if a follow-up mission would include a military presence.

Currently, there is a 1,800-strong peacekeeping contingent in East Timor but Ramos-Horta says that the UN should maintain a “rapid action” police force of between 400 and 1,000 to back up security forces.

The man, Domingos Mendonca, was found guilty of murdering two pro-independence supporters and of using his Tim Ablai militia to force villagers into West Timor. The crimes were committed during the period in 1999 when East Timor was voting for independence from Jakarta.

Timor-Leste gained independence in May 2002; the mandate for UNMISET expires in May of 2004. Mr. Annan specified that the newly independent country was liable to need 'further guidance and advice in the areas of civil administration, justice and policing as well as in such areas as human rights training.'

General Damiri is the highest-ranking Indonesian to face the special tribunal, which was set up to investigate abuses committed during the 1999 independence vote, when more than 1,000 people died.

Gen. Khairuddin Mat Yusof will replace Maj. Gen. Huck Gim Tan of Singapore, who has been the UNMISET Force Commander since August of last year. General Khairuddin is expected to begin his duties 31 August.
