ZIF trains Germans and international prospective observers from OSCE participating States and EU Member States in “Short-Term Election Observation”


From September 17 to September 20, ZIF held its second biannual Short-Term Election Observation Course to train future short-term election observers (STOs) for OSCE/ODIHR and EU election observation missions (EOMs).

The experienced election observation trainers Ranko Vuk?evi? and Anders Eriksson introduced course participants to tasks, responsibilities, and challenges faced by STOs in the field. Their training modules were complemented by Vladimir Misev and Giovanna Maiola, representatives from the OSCE/ODIHR and the EU/EODS, who explained the legal and political context of Election Observation Missions.

Next to topics such as the Code of Conduct for election observers and STO working cooperation, reporting skills and technologies were a particular focus of the training. Moreover, the trainers stressed the importance of mission security and safety measures in combination with individual mission preparedness.

The diversity of the training audience (11 nationalities) reflected the mission reality on the ground and contributed to an enriching exchange of experiences as well as very lively and interactive role plays and simulation exercises.
