He added that he expects that a smaller EU contingent will replace the approximately 7,000 NATO-led SFOR peacekeepers by the end of 2004 … . Fischer noted that Germany, which currently has about 1,300 peacekeepers in Bosnia, will take part in the new mission.

The police have taken in 2,225 rifles, 347 rocket launchers, 5,320 hand grenades, 1,299 anti-personnel mines, several hundred explosive devices, 500 kg of explosives, and 564,515 rounds of small arms ammunition, a spokesman said.

He added that Karadzic's network of supporters has resorted to criminal activities such as smuggling, money laundering, corruption and extortion to finance the former Bosnian Serb leader's efforts to escape arrest.

Four years after his arrest in Bosnia, the former speaker of the Bosnian Serb parliament faced the war crimes tribunal charged with eight counts of genocide, complicity in genocide, crimes against humanity, and war crimes in 1991 and 1992.

While the decree is sure to benefit the city's residents, who have suffered the consequences of ethnic division for a decade, local authorities' failure to accomplish the task themselves bodes ill for Bosnia's EU aspirations.

High Representative Ashdown praised Frederiksen for having spent many years promoting peace and security in the Balkans. Frederiksen previously did police work in Croatia, Kosova, and Albania. He also helped draft the 1995 Dayton peace agreement for Bosnia as an adviser to UN special envoy Carl Bildt of Sweden.

They were detained last week and accused of having links to organised crime. Officials deny allegations that excessive force was used during the arrests.

Both leaders stressed that the EU and NATO would make a joint decision after all military planning issues are resolved. Scheffer explained that due to the complexity of the problems, a handover of the mission might occur near the end of the year.

Die Kommission für die Neuordnung von Mostar, die aus den stärksten politischen Parteien Mostars besteht und deren Vorsitzender Winterstein ist, hatte ihre Arbeit Mitte Dezember letzten Jahres abgeschlossen. Es war ihr nicht gelungen, eine Übereinkunft über die Wahlbestimmungen für Mostar und die administrative Organisation der Stadt zu erzielen.
