The recruitment of German civilian personnel for international peace operations and election observation missions of the UN, OSCE, EU, and other international organizations constitutes one of the core elements of ZIF’s mandate. Since 2003 ZIF has built up a roster of German civilian professionals for diverse functional areas and occupational groups relevant to peace and election observation missions. To date, over 1,000 professionals have been registered in our database, after successfully completing a multi-step screening process.
German citizenship is a formal prerequisite for the admission to the roster. In addition, participation in a ZIF training course or an equivalent training recognozed by ZIF is mandatory except for applicants with extensive mission experience or equivalent training with other institutions. ZIF, however, is not merely a placement agency. It was tasked to enhance national and multilateral capacity to cope with the human resources and training needs in conflict prevention and post-conflict recovery. The focus therefore is on providing quality expertise to peace operations while engaging internationally in raising the standards in expert sourcing, recruitment, performance management, and duty of care.
