African Peace Facility Project



The African Peace Facility Project was established in 2004 acting as the key instrument for the Africa-EU dialogue. It is connected to the EuropAid department Regional Cooperations Africa, Caribean & Pacific within the European Commission. The Center for International Peace Operations has been a project partner of the African Peace Facility project since 2012.


Within the framework of African Peace and Security Architecture (APSA) the main aim of the APF project is to support peace operations of the AU on the African Continent, e.g. MISCA in the Central African Republic or AMISOM in Somalia. Therein the focus lies on the support of regional organizations (RECs/RMs) within the field of „Prevention and Post Conflicts Recovery“. The long-term objective of the EU is to enhance the African capabilities on peacekeeping on a regional, sub regional and bilateral level, by using this comprehensive approach, which links several policy areas such as economic development and security.


Our central partner for the APF project is the Center for International Cooperation (GIZ). The role of ZIF is to support the GIZ and the European Commission with the recruitment of experts for short-term and long-term positions. We are particularly looking for experts who are flexible enough to be deployed as consultants for a period of a few weeks up to six months on short notice.

Capacity Building:

  • Operationalization of the African Peace and Security Architecture (APSA) and the African-EU-Cooperation
  • Support of the recruitment of personnel for the African Peace and Security Architecture (APSA)
  • Strengthening the African instruments for conflict prevention
  • Strengthening of the Planning- and Management capacities of the African Union Commission and the Regional Organizations and the African Standby Force (ASF)


Peace Missions of the African Union:

  • MISCA – Central African Republic
  • AMISOM – Somalia


Early warning mechanisms:

  • Activities like verification, monitoring, evaluation & technical support
