The number of hybrid peace support operations comprising multiple actors like international organisations (UN, EU and OSCE), military alliances (NATO) and regional organisations (AU and ECOWAS) has been growing in recent years. The diverse forms of co-operation and mandates have contributed to an increasing complexity of multi-dimensional and/or integrated missions.
Based on the “Guiding Principles for Stabilization and Reconstruction”, produced by the United States Institute of Peace (USIP) and the United States Army Peacekeeping and Stability Operations Institute, the training offers a tool box for orientation designed for the individual civilian peacekeeper joining an international organisation or NGO in a peace support assignment.
With the help of a complex scenario, a joint mission plan will be developed by the participants. Following a conflict analysis, priority areas of action per sector (military, police and civilian) will be defined. In a next stage potential areas of co-operation and conflict in the mission set-up phase will be identified and the mission mandate and “end state” formulated.
