Course description

This training is organized by the Command and Staff College of the German Armed Forces with the main objective of preparing staff officers at planning level for assignments in key functions in UN peace operations. The course is UN certified and meets UN training standards and requirements.


In order to reflect the integrated nature of UN peace support operations, a limited number of places are made available to members of the ZIF Expert Pool, police officers and other civilian representatives.


The course is held in English.

Learning objectives


The course offers a comprehensive introduction to UN peace operations with a focus on the planning of missions and the political and operative aspects associated with it.


The importance of a realistic mixture of different organizational cultures is particularly valuable for the map exercise (MAPEX), where participants play key functions of a UN Mission HQ in the initial set-up phase. The participants take on the role in their field of expertise (Political Affairs, Military, Civilian Police, Humanitarian or Development). The aim of the exercise is to develop a mission plan with all of its main components: Political Action Plan, Military Concept of Operations, Police Concept of Operations, Elections, DDR, Development Plan and Logistic Support.

  • Principles for civil-military Co-operation in Peacekeeping Missions
  • Rules of Engagement (RoE) and Code of Conduct
  • Integrated Analysis Planning (IAP) and Military Operational Planning Process (MOPP)
  • Force Generation und Rules of Engagement (RoE) for Un Peacekeeping Missions
  • MAPEX Exercise
  • Strategic Role of Elections during Peace Operations
  • Stress Management and Medical Attendance and Planning Strategies



Course audience

The training targets civilian experts with mission experience, preferably with the United Nations operating in staff functions or at middle management and above in peace support operations. ZIF has been invited to send up to 4 participants per training. This training course is open to members of the ZIF-Expert Roster as well as to external candidates.



Course venue

The UNSOC course takes place at the German Armed Forces Command and Staff College (Führungsakademie der Bundeswehr) in Hamburg.



Course fee

There is no course fee. The accommodation is provided free of charge by the Command and Staff College. Participants have to cover the cost of their meals.  Insurance and travel costs are not included in the course fee and will not be reimbursed.
