New publication: Dashboard Peace Operations 2023

With short texts and infographics, the new ZIF dashboard provides information on current trends in peace operations personnel numbers.

The trend of personnel reductions that prevailed from 2015 to 2021, reversed in 2022, albeit only minimally. Military and police numbers have increased, while civilian personnel numbers have decreased. This is mainly due to the closure of the OSCE Special Monitoring Mission (SMM) in Ukraine. However, the missions of the African (sub)regional organizations have grown.

German contributions developed differently. There was an increase in Bundeswehr personnel in UN and EU missions, the number of civilian personnel in UN missions also rose slightly, but in OSCE missions it fell sharply - again due to the end of the SMM. The total number of German civilian seconded to peacekeeping missions at the end of 2022 was 80, plus 87 in headquarters of various organizations and in humanitarian missions, among others.

This time, the dashboard focuses on African (sub)regional organizations, whose staffing levels have grown recently. In light of a possible blockade of the UN Security Council as a result of the confrontation between Russia and the "West," the importance of (sub)regional organizations in conflict management is likely to increase. In Africa, these actors already play a major role. Currently, they have mandated 13 missions on the continent.
