Partnerships and Cooperation Initiatives

We cooperate with various national and international training institutions and networks. This allows us to expand the training we offer, advance common standards and innovation, and ensure the joint and integrated preparation of relevant actors for peace operations.

General

In line with the concept of a comprehensive approach, close cooperation with the German armed forces and the police is a hallmark of many of our courses, not least in our joint Training Partner Platform (TPP). We also work with various governmental and non-governmental actors in Germany and around the world on pre-deployment preparation of civilian personnel.

From the outset, establishing and fostering European and international cooperation has guided the training on offer at ZIF. Close contacts to the training departments of the EU, OSCE and UN and a regular exchange at both headquarter and at field level, enables ZIF to keep the content of our training courses up-to-date and to adapt quickly to the changing needs of international organisations, peace operations and crisis areas. Training held within peace operations themselves forms a practice-oriented and targeted addition to our cooperation.

Training Partner Platform (TPP)

Aim:

A comprehensive approach to training and pre-deployment preparation has proven a winning formula for over fifteen years now. In order to promote mutual understanding and cooperation between civilian, police and military experts in peace operations, we work together with our partners to develop concepts for integrated training and to jointly implement training measures. The TPP serves as an information hub and space to advance the development of common training activities.

Other Partners

European Association of Peace Operations Training Centres (EAPTC)

Aim:

The EAPTC is a loose association of training institutions that share the aim of fostering cooperation at EU level in the area of training for peace operations. Within the framework of the EAPTC, annual conferences take place to promote exchange between participating institutions.

The EAPTC is associated with the International Association of Peacekeeping Training Centres (IAPTC).

Our Contribution:

We participate in the preparation of the annual conferences and make various contributions at the conference together with our partners in the Training Partner Platform.

European Security and Defence College (ESDC)

Aim:

ESDC provides EU-level training and education on the common security and defence policy. It aims to develop and promote a common understanding of CSDP among civilian and military personnel and to identify and disseminate, through its training activities, good practices in relation to various CSDP issues.

 

Members:

The ESDC is a network of all 27 EU member states, specifically their civilian, police and military training institutions.

 

Our Contribution:

We are one of the German members of this forum and are part of the Working Group on Mission-oriented Training (WGMOT).

EU Civilian Training Group (EUCTG)

Aim:

The EUCTG was created to implement the 2017 EU Policy on Training in CSDP, which focuses on clarifying training priorities for the personnel of the EU’s Common Security and Defence Policy (CSDP). One of the tasks of the EUCTG is to develop a quality control mechanism for training courses within the framework of the CSDP.

 

Members:

The EUCTG is headed by the chairman of the Committee for Civilian Aspects of Crisis Management (CIVCOM). It is comprised of representatives of the EU member states as well as National Training Experts (NTEs) nominated by EU member states.

 

Our Contribution:

As Civilian Coordinator for Training (CCT) in the EUCTG, ZIF is responsible for the areas “Leadership & Management” and “Pre-mission Training” and identifies priorities and standards for training courses in these areas.

EU Civilian Training Initiative (EUCTI)

Aim:

EUCTI is a European initiative funded largely by the European Commission from 2021-2024. The purpose of EUCTI is to provide tailor-made capacity-building expertise for civilian crisis management missions and peace operations in the field. The partners focus on jointly developing innovative online, blended and face-to-face formats to meet the current and future capacity-building needs of CSDP missions. Members:

EUCTI is a consortium of 8 European training institutes specialised in providing training courses for civilian crisis management missions and peace operations. Members include the Austrian Study Centre for Peace and Conflict (ASPR), Center for European Perspective (CEP), Clingendael Institute, Crisis Management Centre Finland (CMC), Egmont Institute, Folke Bernadotte Academy (FBA), Scuola Superiore Sant’Anna and ZIF. The secretariat of the project is located at CEP.

 

Our Contribution:

ZIF is a member of the consortium and develops and carries out training activities in collaboration with its partner organisations.

European Union Police and Civilian Services Training (EUPCST)

Aim:

The EUPCST project aims to strengthen police and civilian cooperation in the field through joint pre-deployment preparation, including through the development and implementation of joint training programmes and exercises.

 

Members:

24 police training institutions and six civilian training institutions are members of the EUPCST.

 

Our Contribution:

We are one of the six civilian training institutions in the EUPCST network and offer courses within the EUPCST framework.

International Association of Peacekeeping Training Centres (IAPTC)

Aim:

The IAPTC primarily seeks to facilitate networking among participating institutions as well as to promote an ongoing exchange on experiences, concepts and methodologies that can help make training for peace operations effective and mission-oriented.

 

Members:

The IAPTC is an international association of institutions dedicated to improving research, education and training in the area of peace operations.

Our Contribution:

We regularly participate in the annual conferences and, together with our partners in the Training Partner Platform, contribute to these events in a variety of ways.

Integrated Disarmament, Demobilization and Reintegration Training Group (IDDRTG)

Aim:

The IDDRTG was created in 2006 with the aim to promote an exchange on training formats and content. In particular, it sought to jointly develop training on the UN Integrated DDR Standards and to expand the selection of courses on offer.

 

Members:

Training and research institutes working on issues related to DDR make up the IDDRTG. A list of current members is available here. The UN Inter-agency Working Group on DDR is a strategic partner of the IDDRTG.

 

Our Contribution:

ZIF is a founding member of the IDDRTG and actively contributes to the exchange and to the development of training measures, as well as to the conceptual development of DDR standards.

Learning and Development Working Group des Standby-Partnership-Netzwerks (SBP)

Ziel:

Das Standby-Partnership-Netzwerk ist ein Zusammenschluss von Organisationen der Vereinten Nationen sowie internationaler Regierungs- und Nichtregierungsorganisationen im Bereich der humanitären Hilfe. Das Ziel ist es, qualifiziertes Personal für humanitäre Einsätze kurzfristig bereitzustellen. Darüber hinaus arbeiten die Partner in Arbeitsgruppen auch konzeptionell zusammen, tauschen sich zu Fachthemen aus und legen Richtlinien und Trainingsstandards fest. Das ZIF ist aktives Mitglied der Arbeitsgruppe Learning and Development des Netzwerks.

 

Mitglieder:

Elf Organisationen arbeiten in der Learning and Development Working Group zusammen. Sie wird gemeinsam von WHO und UNFPA geleitet.

 

Unser Engagement:

Zusammen mit den Partnern des Netzwerkes arbeitet das ZIF an der Weiterentwicklung von Trainingsstandards und Materialien wie dem Trainingspaket Common Induction Training Package für bedarfsorientierte Einsatzvorbereitung und Fortbildung von humanitären Expertinnen und Experten.  

Europe´s New Training Initiative on Civilian Crisis Management (ENTRi, 2011-2019)

Aim:

The ENTRi initiative ran from 2011 until 2019 and was in large part funded by the European Commission. The purpose of ENTRi was to ensure quality standards in pre-deployment preparation and promote coherence and coordination in the specialisation for peace operations. ENTRi’s remit will soon be carried forward in a new initiative on capacity building for EU peace operations.

 

Members: 

ENTRi was a consortium of 12 European institutions.

 

Our Contribution:

ZIF coordinated the ENTRi project and ran the secretariat for the initiative.
