Berlin Expert Dialogue 2022

On 12-14 October 2022, the Berlin Expert Dialogue on Configuring Peace Operations for Emerging Challenges assembled a mix of 35 practitioners, researchers, policy makers and representatives of international organisations to generate tangible proposals for how crisis management can be shaped in light of success factors as well as current conflict trends and geopolitical shifts.

In the course of two days of animated, frank and thought-provoking discussions, participants explored the choices and changes that peace operations confront, and how national and international partners can be engaged to reinforce the foundations of crisis management and refine its tools. The Berlin Expert Dialogue reviewed the strategic landscape and the political space in which international crisis management navigates, but also dived more deeply into practical challenges of fostering legitimacy, addressing spoilers, strengthening partnerships, including the role of regional organisations, setting realistic goals and assessing progress. From raising challenges the Dialogue moved to developing concrete input to inform ongoing policy processes – in this case the development of the German National Security Strategy, the new Civilian CSDP Compact of the EU and the UN’s New Agenda for Peace due in 2023. In this small interactive workshop format, a group of dedicated professionals aimed to reframe multilateralism, collective security and crisis management to meet the challenges of today and tomorrow.
