Protection from Sexual Exploitation and Abuse (PSEA) Focal Point

Sexual exploitation and abuse (SEA) is a gross violation of fundamental human rights and an abuse of a position of power. Humanitarian emergencies are characterised by power and authority differentials between humanitarian workers and vulnerable populations, which have given rise to accounts of SEA in humanitarian missions. The protection from sexual exploitation and abuse (PSEA) is thus a highly relevant aspect of humanitarian work.

PSEA Focal Points coordinate the implementation of PSEA measures in a humanitarian mission. This includes, as preventive measures, raising awareness about PSEA guidelines and complaint mechanisms both amongst humanitarian staff and the local population, as well as ensuring that procedures to guard against hiring offenders are in place.

Moreover, PSEA FPs establish and strengthen safe, confidential channels to receive and deal with allegations of SEA, and support the provision of adequate assistance to the victims.

In addition to preventive and responsive work, PSEA FPs are responsible for maintaining confidential records of reported SEA incidents.

They are also the field office’s representative in the respective in-country PSEA network, so as to facilitate the productive knowledge exchange between entities and to benefit from lessons learned.

Specific profile requirements for PSEA FPs:

  • Strong knowledge and understanding of PSEA and related strategies, policies, rules and regulations;
  • Several years of professional experience in the desired professional profile in a humanitarian setting (or equivalent);
  • Experience working directly with local communities;
  • Experience in protection-centred work;
  • Familiarity with data protection and confidentiality measures and protocols;
  • Proven professionalism, integrity and sensitivity, especially regarding gender and cultural issues and in interacting with victims;
  • Excellent communication, facilitation, and inter-personal skills.
