Covid-19, a constitutional crisis in Kosovo, the postponement of elections in Serbia, and the rift between US and European West Balkan politics have made KFOR’s theater less clearly laid out than a year ago. The EU-moderated dialogue between Kosovo and Serbia is still dormant, and speculations about secret land swap negotiations led by the US have increased tensions.
