Stressing crime prevention, Security Council extends UN mission in Haiti by 6 months (15.08.2006)

(Quelle: UN News) Calling on the United Nations Stabilization Mission in Haiti (MINUSTAH) to step up its efforts to prevent crime and reduce violence in the impoverished Caribbean country, the Security Council today extended the mission’s mandate by another six months. At a meeting at UN Headquarters in New York, the Council voted unanimously to extend the mandate through 15 February next year, six months earlier than the date requested by Secretary-General Kofi Annan in a recent report. The resolution passed by the Council calls for MINUSTAH to be comprised of up to 7,200 peacekeeping troops and as many as 1,951 police officers, as well as 16 corrections officers seconded from other UN Member States. As of mid-July, there were some 6,200 troops and 1,687 police.

Ils sont affectés en grande partie à la sécurité des principales villes du département de l’Artibonite (nord) dont Les Gonaïves.

 


Les élections municipales et locales s'annoncent difficiles (07.08.2006)

(Quelle: Reliefweb) Le Directeur général du Conseil Électoral Provisoire (CEP), Jacques Bernard, a déclaré le 4 août que, sur le plan technique, les collectivités territoriales seront les élections les plus difficiles à réaliser. « Sur le plan technique, ce sont des élections extrêmement difficiles (...) Des élections beaucoup plus difficile que les présidentielles, beaucoup plus difficiles que les législatives », en raison des 1420 postes électifs à pourvoir au niveau des collectivités territoriales, a affirmé Jacques Bernard à l'occasion de la conférence de presse hebdomadaire du CEP. Présent à la table de conférence, le président du CEP, Max Mathurin, a rassuré que la date retenue pour la tenue de ces joutes sera connue au cours du mois d'août. « D'ici la semaine prochaine, nous serons en mesure de fixer la date », a promis Max Mathurin.

 


Les pays latino-américains de la MINUSTAH réitèrent leur engagement vis-à-vis d'Haïti (07.08.2006)

Lors d'une réunion à Buenos Aires, ces responsables latino-américains ont exprimé leur accord avec la proposition du secrétaire général de l'ONU, Kofi Annan, de proroger la Mission pour un an, selon un communiqué un communiqué conjoint diffusé par la chancellerie argentine et rapportée par EFE.

The decision came after a one-day meeting of donors in the Haitian capital, Port-au-Prince. The gathering included delegates from the World Bank, the European Union, and the Inter-American Development Bank. The aid is much more than the $540m (£293m) the Haitian government had asked for to stabilise the economy.

Supporters chanted 'Aristide or death!' and 'Aristide's blood is our blood!' as they marched to the National Palace on the ex-leader's 53rd birthday. … President Rene Preval had said during this year's election campaign he would consider allowing him to return home. However, the US has warned this could destabilise the country.

 


Three UN peacekeepers wounded in Haiti; mission beefs up street presence (14.07.2006)

(Quelle: UN News) As the United Nations Stabilization Mission in Haiti (MINUSTAH) geared up for a “strong and visible” presence on the streets of Port-au-Prince ahead of the birthday of former President Jean-Bertrand Aristide this weekend, three peacekeepers have been wounded in the gang-ridden Cité Soleil neighbourhood of the capital city. Two of the Brazilian blue helmets were hit by gunfire as they patrolled a main avenue in the area and the third was shot manning a checkpoint yesterday.

Annan appoints Guatemalan diplomat as new head of UN mission (16.05.2006)

(Quelle: UN News) Secretary-General Kofi Annan has informed the Security Council that he will appoint the Guatemalan ambassador to the European Union, Edmond Mulet, as his new Special Representative in Haiti and head of the UN Stabilization Mission (MINUSTAH) there, a United Nations spokesman said today. Mr. Mulet, who succeeds Juan Gabriel Valdés of Chile, has served as ambassador to the European Union, Belgium and Luxembourg since June 2000, negotiating tourism, trade and economic cooperation, as well as political issues.

La situation était extrêmement tendue jeudi aux Gonaïves (nord d'Haïti) où des membres de l'organisation armée dénommée 'Armée Cannibale' manifestaient violemment contre la détention d'un des leurs, Billy ainsi connu, déporté des Etats-Unis il y a quelque temps. Des agents de la Mission des Nations Unies pour la stabilisation en Haïti (MINUSTAH) avaient procédé la semaine dernière à l'arrestation de cet homme pour possession illégale d'armes à feu.

Haitian general elections postponed (03.03.2006)

The election commission is blaming the delay in part on demonstrations that took place during vote-counting for the first round, when Preval supporters accused the commission of manipulating the results to keep him from winning an outright victory in the first round.

But the US state department said Mr Aristide's return would serve no useful purpose and could destabilise Haiti.
