ZIF is part of an evaluation of the humanitarian contribution following the devastating earthquakes in Turkey and Syria in February 2023 by the Standby Partnership Program (SBP). Through the SBP deployment mechanism, more than 50 experts from 11 sending partners were quickly deployed to various UN partner organizations. ZIF seconded two experts to OCHA, the United Nations Office for the Coordination of Humanitarian Affairs. This contribution has been evaluated since June 2023, which is why a delegation of the SBP network, including two ZIF staff members, traveled to Ankara and Gaziantep at the end of September.

On site, the representatives of the SBP network met with several UN partner organizations, local NGOs and with the seconded experts themselves. Building on the impressions gained in advance through surveys and remote interviews, further insights were gained and confirmed in discussions with the various stakeholders. Thus, the strengths and weaknesses of the SBP mechanism will be identified in order to improve the deployments and the related administrative processes.

The Standby Partnership Network is an association of United Nations, international governmental and non-governmental organisations that aim to provide qualified personnel for humanitarian operations at short notice. The partners in this network also work at the conceptual level, exchanging views on specialised topics, setting guidelines and training standards and utilising shared resources. ZIF has been actively involved in the Standby Partnership Network since 2011.
