Sudan’s ruling military concluded a review of an agreement with Russia to build a navy base on the Red Sea in the African country, two Sudanese officials said Saturday.

Sudan is the second last host of refugees in African with the figure estimated at almost 1 million, a new report indicates.

A deal between Sudan’s military and its factious political elites has opened the door to installing a civilian government. Signatories should work to win broader support during the current phase of negotiations, while outside actors should stand ready to offer financing if the agreement sticks.

More than a year after the military coup in Sudan, political parties began talks this month aimed at restoring a civilian-led transition, which the UN has hailed as an important step towards peace and democracy. 

The Rapid Support Forces (RSF) and two groups, signatories to the Juba peace agreement, formed a joint force to restore security in the troubled region, a spokesperson told Sudan Tribune on Monday.

UN Secretary-General António Guterres has welcomed the launch of the final phase in the political process towards restoring a civilian-led transition in Sudan, more than one year after the military coup, his Spokesperson said on Monday.

Sudanese army has equipped a joint security-keeping force to protect civilians in Darfur, ahead of its deployment in the restive region two years after the signing of a peace agreement.

The ousted former Sudanese president Omar al-Bashir on Tuesday acknowledged his full responsibility for the 1989 coup that overthrew the government of the late former prime minister Sadiq al-Mahdi at the time and installed him as the new leader.

Almost 300,000 people were displaced by conflict in Sudan, about 900 killed and 1,100 injured since beginning of 2022, the United Nations said. The UN humanitarian update also showed about 32,800 people were displaced in November by conflict in West Kordofan and Central Darfur states of Sudan.
