The year 2025 was marked by the highest number of armed conflicts since the end of the Second World War, growing humanitarian needs that remained insufficiently funded, and an international order undergoing profound transformation. These developments placed significant demands on international crisis management and, consequently, on our work and that of our secondees.

Our Annual Report documents the ZIF’s key priorities and activities over the past year and demonstrates how we contribute to the implementation of German foreign policy through secondments, training, policy advice, and dialogue formats. At its peak during the year, 184 civilian experts were deployed worldwide through ZIF as secondees.

Key topics covered in the report include support for Ukraine, the growing significance of hybrid threats, and efforts to strengthen multilateral institutions and peace operations, particularly in the UN context. The report also highlights developments within the organization, including the establishment of a DataLab and the strategic foresight process “ZIF 2035.” In addition, it showcases examples of the impact of our work through selected portfolios, training courses, and events.
