Stefan Göbel

Human Resources Officer

EULEX Mission in Priština, Kosovo

September 2010 - September 2013

Career:

  • Trained in commercial business and studied human resources management.

  • Worked as the Head of Human Resources, 13 years in the German Armed Forces and am an active reserve officer.

  • Deployed internationally to NATO Headquarters SHAPE, Belgium; Bosnia and Hercegovina, Sarajevo, Mostar and as a member of KFOR in Kosovo.

  • ZIF Expert since 2010, first position as human resources expert.

  • Perspective: Head of Human Resources in another EU operation.

As human resources officer,

I work in a team of 14 international and 18 national staff, two of which I supervise. I recruit international experts for EULEX that support the development of national police and justice institutions as mentors. Part of my work consists of developing and training on techniques for interviewing by telephone. As Deputy Warden and Emergency Management Commander, I also run security and emergency training for the HR team.

Why a peace operation?

I was interested in the area of international human resource management and in working in a multinational environment with colleagues, national authorities and international organisations, such as the OSCE, UNMIK and NATO. My personal contacts at KFOR and with the German Armed Forces have been a great help in that regard.

The mission’s biggest success

is – without doubt – stability in northern Kosovo. Without the international presence there would be no security. Even though the work can be frustrating, every day is rewarding.

„My work helps to consolidate peace in Kosovo, which is still very young.”
