Humanitarian-Development-Peace (HDP) Nexus Advisor

The Humanitarian-Development-Peace Nexus approach aims to increase coherence among humanitarian, development and peace actors in fragile, crisis and conflict-affected contexts to effectively reduce people’s unmet needs, risks and vulnerabilities and to increase their resilience.

HDP-Nexus Advisors contribute to better alignment of humanitarian assistance and development and peacebuilding efforts throughout the program cycle. In this regard, they support the UN Resident Coordinator’s Office (RCO) to foster synergies between humanitarian, development and peace actors with the aim to provide effective coordination towards enhanced coherence between humanitarian, development and peace action.

The HDP-Nexus Advisor promotes joint analysis and joined-up planning to achieve collective outcomes and engages in liaison and coordination, analysis, planning and programming, as well as financing.

The HDP-Nexus Advisor assists humanitarian, development and peace actors in developing a shared understanding of the context, including needs, risks and vulnerabilities, as well as their underlying root causes.

In regards to planning and programming, the HDP-Nexus Advisor supports the RCO efforts to undertake joined-up planning processes across the range of humanitarian, development and peace actors to define country specific collective outcomes with the aim to reduce needs, risks and vulnerabilities and increase resilience in a more effective, complementary and coherent manner and ensure that programming and implementation modalities are context-specific and conflict-sensitive.

In addition, the HDP-Nexus Advisor promotes coherent and multi-year financing, as well as funding strategies in support of the jointly defined country specific collective outcomes.

Specific profile requirements for HDP-Nexus Advisors

  • University or technical college degree in development studies, social sciences, public policy or other relevant fields;
  • Several years of professional experience in humanitarian aid, development or peace;
  • Experience in multi-stakeholder coordination, analysis, planning and programming (e.g. UNCT, HCT, government planning, etc.);
  • Capacity for conceptual and strategic analysis, as well as conception of strategic advice, including ability to analyse and articulate the HDPN dimension of complex issues that require a coordinated response from UN agencies and partners;
  • Demonstrated experience to provide effective response in humanitarian, development and/or crisis settings;
  • Familiarity with conflict analysis, Do-No-Harm approach and conflict-sensitivity programming;
  • Knowledge of the UN system, especially of institutional mandates, policies and guidelines related to humanitarian affairs, development and peace;
  • Knowledge of the complex relationship between humanitarian assistance, development and peace issues;
  • Excellent communication and analytical skills (written, verbal, interpersonal and intercultural);
  • Experience in program and project design, execution, financing and resource mobilization will be considered as an asset.
