Ahead of the #PKM2025: Policy Recommendations for the Future of UN Peace Operations

Today, the Global Alliance for Peace Operations (GAPO) – coordinated by the Global Governance Institute in Brussels, the International Centre for Peace Operations (ZIF) and Amani Africa Media and Research Services and bringing together more than 50 think tanks, civil society, research and training institutions – launched two collections of publications with policy recommendations for the United Nations Peacekeeping Ministerial, which will take place in Berlin on 13-14 May 2025. UN Peacekeeping and the wider multilateral system have come under significant strain with a wide range of political, financial and operational challenges in an increasingly fraught international system. The Global Alliance of experts and civil society representatives therefore urge governments to step up their political and financial support for this unique conflict management tool. Plus, they offer concrete recommendations for adapting peace operations to new realities.
The first publication consists of a Compendium of eight in-depth analyses (Policy Papers) with concrete policy recommendations on:
- Preparing for the Future – Strengthening the Impact of Peace Operations,
- Protection of Civilians in Peace Operations,
- The Peacebuilding Meets Peacekeeping: Seeking Sustainability,
- Local Politics and Perspectives in UN Peace Operations, Leadership in UN Peace Operations,
- The Importance of Peacekeeping Partnerships,
- The Future of Peacekeeping Needs Everyone: A Path Forward for Women’s Meaningful Participation in Peace Operations
- The Future of UN Peacekeeping in a Changing Climate.
The second publication includes a compendium of 19 Short Issue Papers with policy recommendations that examine a wide range of pressing topics, such as the protection of civilians, security and climate, governance, local needs, UN policing, ad hoc coalitions, peace operation financing and tackling new threats.
A special thanks goes out to the more than 60 authors who contributed their expertise to the two publications, which will also be distributed to member state delegations and senior officials ahead of the #PKMinisterial.
