Adoption of the bill in the second and final reading was the latest move away from the orbit of Russia, as historical ties fray over what Yerevan says has been Moscow's glaring failure to support it in its conflict with neighbor and longtime adversary Azerbaijan.  

Recent comments by Azerbaijani President Ilham Aliyev suggest that Baku has pressed pause on negotiations. In an October 4 speech made in Jabrayil, a city that Azerbaijan regained control of in 2020, Aliyev cautioned Armenia against trying to rearm with the aim of reversing Yerevan’s loss of Nagorno-Karabakh. 

Azerbaijan's ruling party retained its majority in Sunday's snap parliamentary election, preliminary results showed, in the country's first vote since staging a lightning offensive a year ago to recapture the breakaway territory of Karabakh.

Azerbaijan has officially applied to join the BRICS bloc of developing economies. Azerbaijani Foreign Ministry spokesman Aykhan Hajizadeh announced the move on August 20, a day after Russian President Vladimir Putin visited the South Caucasus country.

But in recent months one issue has emerged that is threatening to scuttle the entire process. The Armenian Constitution contains language that Baku says amounts to official Armenian claims against its territory: a reference to "reunification" with Nagorno-Karabakh.

 Azerbaijan is proposing to sign a document with Armenia on the basic principles of a future peace treaty as an interim measure as they wrangle over a broader deal, a senior Azerbaijani official said on Sunday.
