Libyan delegates have agreed on a plan to hold elections for parliament and president within 18 months as part of a process to end a decade of violence and instability in the country. Acting U.N. Libya envoy Stephanie Williams called the development a “breakthrough.”

Though overdue, the 23 October Libya ceasefire deal is worthy of applause. With help from the UN and their foreign backers, the warring parties should now close the loopholes in the agreement’s text, lest rival interpretations derail movement toward peace.

Military officers from Libya’s warring parties have agreed practical steps towards implementing a ceasefire agreement, following the signing of an historic accord in Geneva last month, the UN mission in the country, UNSMIL, has reported.

A United Nations mediator reports positive developments after two days of face-to-face peace talks involving military leaders from Libya’s warring parties. A fourth round of the Libyan Joint Military Commission aimed at achieving a permanent cease-fire is taking place in Geneva this week.

The new Force Commander of Operation EUNAVFORM MED IRINI is Commodore Theodoros Mikropoulos from Greece. Starting from today, he will take over the command of assets at sea, while Italy’s Rear Admiral Fabio Agostini will continue to guide the Operation from the Operational Headquarters in Rome.

The two delegations of the Tobruk-based House of Representatives (HoR) and the Tripoli-based High Council of State (HCS), meeting in Cairo, Egypt, have agreed to end the transitional phase in Libya and start preparations for a permanent phase of governance.
