Establishment of the European Centre of Excellence for Civilian Crisis Management in Berlin

25 February 2020 was an important day for the development of joint European civilian crisis management: Representatives from 14 EU Member States founded the Centre of Excellence (CoE) for Civilian Crisis Management which will be inaugurated on 17 September 2020 in Berlin. At the foundation ceremony, the participants of the founding assembly appointed Dr. Volker Jacoby as Director of the CoE. Volker Jacoby is currently Head of Training of ZIF.

State Secretary of the Federal Foreign Office Andreas Michaelis emphasized the relevance of the CoE as a valuable new partner that collects best practices from all areas of civilian crisis management and shares knowledge and experience with its member states.

Based on a German initiative, the Centre of Excellence is a joint project of all member states with the objective to support the EU’s New Civilian CSDP Compact while complementing existing structures and integrating the European External Action Service. The participating member States intend to send experts to the CoE in Berlin who shall then contribute concrete and tailored ideas on how to develop European civilian crisis management both in theory and practice. Membership of the CoE is open to all EU and NATO member states.
