As part of its cooperation with the Policy, Evaluation and Training (DPET) division of the UN Department of Peace Operations, ZIF participated for the second time in a DPET-organized Training of Facilitators (ToF) in Entebbe, Uganda, from 11-13 February 2020. The aim of the ToF was to familiarize participants with the Local Conflict Assessment and Planning (LCAP) tool and to enable them to apply the tool in the field offices of their respective missions. The 21 participants came from UN field missions in the Central African Republic, DR Congo, South Sudan and Mali.

The LCAP tool is based on the Strategic Action Matrix (SAM) - an analysis and planning tool developed by ZIF in cooperation with DPET in 2017. The tool aims to strengthen the link between conflict analysis and strategic conflict-mitigating interventions at the local level, especially as part of the work of UN Civil Affairs Officers. Over the past three years, SAM/LCAP has already been successfully applied in field offices of UNMIK, MINUSMA and MONUSCO. The most recent ToF will enlarge the circle of LCAP users within UN peacekeeping operations so that the instrument can be successfully put to use in further field offices.
