The OSCE mediators brokering a settlement to the Upper (Nagorno) Garabagh conflict believe the situation on the Armenia-Azerbaijan frontline remains tense and plan to monitor the area for cease-fire violations. "The ceasefire violations have become regular during the past few days and necessi-tates holding an urgent crisis monitoring," Matthew Bryza, the US co-chair of the OSCE Minsk Group (MG) said.

(Quelle: Panorama; Armenia) A meeting of the Foreign Ministers of Armenia and Azerbaijan is planned to take place soon, an-nounced Russian co-chairman of OSCE Minsk group Yuri Merzliakov. “We hope that we’ll manage to organize the meeting of the two Presidents also, but we don’t know yet when and how,” said Mr. Merzliakov in Stepanakert.

Il a été au coeur de l'entretien, mardi 4 novembre à Paris, entre Nicolas Sarkozy et le président arménien, Serge Sarkissian. Deux jours plus tôt, ce dernier a rencontré à Moscou son homologue Ilham Aliev, pour l'Azerbaïdjan. Les deux dirigeants ont signé une déclaration commune au sujet du Haut-Karabakh, sous la supervision du chef de l'Etat russe, Dmitri Medvedev.

It was the first time that officials from Armenia and Azerbaijan had signed such a joint document since Russia mediated a cease-fire agreement in 1994, putting an end to one of the deadliest wars in the former USSR.

Azeri President Ilham Aliyev and his Armenian counterpart, Serzh Sarkisian, agreed to intensify their efforts to find a political settlement. It is the first time in nearly 15 years that such a deal has been reached.

The Kremlin has announced that the presidents of Armenia and Azerbaijan will meet in Moscow to discuss the conflict in Nagorno-Karabakh in talks mediated by Russian President Dmitry Medvedev.
